I guess that a large proportion of those that are classed as "summer home" are in fact recorded as that to avoid tax. They will be rented out as short lets and payment will be in cash.
70 odd thousand may not be totally accurate but its not far off, just looking out of my window there are three large unfinished blocks that have been that way since we have been here.
Also look how many estate agents there are, they must be making money out of rental turn over as the housing market seems flat.
