13th month included as part of gross salary or extra

hi everyone. I had a question about 13th month.

Is it usually included as part of the gross salary, or is it an extra? For example, if i want to offer an employee 50,000/year, will that include the 13th salary (so 50,000/13 will give monthly salary), or is it on top, so the "real" gross salary is 54,166?

Also, is the double holiday pay included in the gross salary?
