Palermo is the best..but most exensive. Also Milan, Cable, further along Avenue  Santander good

But you will have to find owners directly to rent to you  ( quite an onerous task) because dealing with those horrible agencies is terrible with the fiadores requirements.

If you dont mind a bunch of noise for 8 days a year during the feria until 1 am  , occaisional water outage ( getting less frequent now thank God).in Estrato 4 area that is not that convenient to shopping etc., I can pass the information of my apartment  on to you by PM

I have a new buddy who lives in Manizales... she's a semi-public content-creator, and is very in-tune with the stuff in Manizales. Message me privately and I can share her contact info...

I lived there for a few years and there are a lot of very nice neighborhoods in Manizales depending on what you are looking for.

the area around Parque del Bosque is very nice and its quiet for the most part.  the park has swimming facilities and lots of other outdoor activities.

There is a small area near La Enea where there are several expats from various countries living, many of them are employed in the education segment of Manizales economy.

La Francia is a wonderful quiet neighborhood insulated from the noise and bustle of el centro

Cerro del Oro is a fabulous place if panoramic views and a sense of openness are important.

I would suggest taking a week or two and moving around all parts of the city.   some of the nearby smaller towns are also very nice and quiet.
