Oran language questions

I'm S80, wife is 67, native US New Englanders, and we're only fluent in English. We both had years of French in school, obviously many decades ago. We've been thinking of moving to France, Nantes, Pau, Perpignan. So why not Oran? How would Oran compare to France as far as learning French, finding an expat English-speaking community, interacting day to day with local French speakers, and so on, the typical predictable questions? Also, how likely we'd be surprised by the unpredictable in the language area?

Not perfect choice to learn french by communicating with people, uless if you pay for a private lessons, life is cheap, beautiful, people are generous, and welcoming, Oran is good choice for short period, but you need to pay to learn french. Good luck
