To stimulate its economy, Bahrain is strategically targeting affluent expatriates. The 2025-2026 budget introduces a novel program specifically designed for investors and skilled foreign workers.

This initiative will grant permanent residency to eligible investors and professionals. Companies demonstrating substantial growth will enjoy eased regulations on hiring foreign talent. Moreover, the government aims to balance the recruitment costs between expatriates and local workers. Legal reforms pertinent to this issue are presently being debated. Nevertheless, Bahrain remains committed to job nationalization, ensuring that at least 25,000 positions annually are allocated to local citizens.
