Moving to Malta with my Zimbabwean spouse

Hey hey! I would really appreciate if someone could help me clarify some things. I am from Slovenia (EU citizen) my husband is from Zimbabwe (non EU citizen).

I believed we could enter Malta together on a same flight (he would enter on a schengen visa).
If I understood correctly we have 3 months from the entry to apply for an e-residency card. Later on he can seek employment as well. Please correct me if I am wrong.

But after reaching out to Visa Center in Malta they told me I would need to fly to Malta first and get a job, afterwards I would need to apply for him to join me.

We will be more than grateful for any successful stories and advice!

Whichever country is the issuer of his visa I advise to enter from that country first to reduce complication (eventhough you technically can enter directly to Malta). After you guys are here, you should find a job for yourself first and after you have job confirmation for yourself then send an email to eu.ima@gov.mt to apply for residence permit for both of you. It will takes a few months from landing to the country until you both have the residence permit in hand. After they send you an appointment to go to their office to submit hard copy documents then he can work as well.
