Could it possible to register SEC without cetificates

It is not possible to register without certificates. You can alternatively change your Iqama profession. You can use following titles as they don't ask for certificates:

1- consultant مستشار
2- Technical services consultant مستشار خدمات فنية

do you know how to change profession from Engineer to consultant ....?
