I think you are confusing different things.

To get a CPR, you should have a Bahrain residence visa.  That is only through work (a company) or family (your husband has a residence visa through work and sponsors you).   The alternative options are to either set up a business and have it get visas for you or to make an investment in Bahrain through property and self sponsor yourself.

You cannot start a business without a lengthy registration process - it has nothing to do with having a CPR.  Read this sticky here:

There are NO other ways to get a CPR / Residence permit.  And even if you get a CPR; your choices are restricted i.e. work ONLY for the person or company who sponsors you OR don't work at all if you have a property based or family visa.   Any violation, if caught, will lead to deportation.
