Yes including Dominicans are the most, as I book my flights over internet using foreign online travel agencies or apps with setup in USA I have to apply for a refund every time, but after the first time in less than 5 minutes you apply and has the refund in 2 business days even they says is up to 10 days.

Yes if you travel often it's worth it.

How do you know if you qualify or not? Is the $10 dollars you were made to pay when entering the country?

The $10 is in the ticket price for all arriving passengers.

Residents/citizens can apply for a refund.
Any legal resident may apply.

Visitors pay $10

All people who arrived on a Visa, even if their Residency has not been approved yet, can also apply for a refund.

You can ask for a refund to a Dominican bank account or for a cash refund at the DGII office of your choice.

Incorrect, the refund options are only Credit Card or Cash, no matter the country, my cousins applyed and get refunded to USA credit card.

I did it myself.

You can receive the refund directly on a Dominican bank account thanks to a Dominican Debit Card which is linked to it. (It is a Visa Debit Card)

That's the way I received the refund for my Dominican wife and children on my Banco Popular account. I went to the Las Terrenas DGII to be refunded in cash of my own Tourist Card.

Indeed, we refer Dominican Banks because we are Dominicans and we got the refunds into our Dominicans  Credit/debit Cards.   In case of other countries they must be able to refund the money to any international bank from any country where live any Dominican that ask to refund the 10.00
