i will deliver a baby this may and my husband just get layed off from work, now i read that the salary requirements must be 400 basic in SIO in able to apply for dependent Visa.
My salary is not meeting the requirements, and my husband will not have a valid visa by the time that i will deliver the baby.

Unfortunately, based on the letter & spirit of the rule, you don't have any options.  You can try to approach LMRA to apply for an exception but there is no guarantee.

The only sure option is to set up a company and have investor visa for your husband who can then sponsor the baby.  But this is not cheap and will cost you up to 2000 BD including capital.
