Resignation before contract.

Sir / madam , My name is shihab I would like to ask some questions regarding the final exit.im working as a cashier in restaurant. I have 2 years contract but now I'm completely one and half year .i had some family problems so I did it resign with one mnth notice period.i send my all resignation papers with  line  manager approval also to our hr department. But the hr departments can't accept my resignation. They are telling to me u can't go back u r home without paying 7000 riyal . I can't stay here because of my family issues .im not a directly staff for this company . My visa and iqama everything is under of manpower recruitment company. there are provide to me my present employer. Every month this manpower company will deduct 1000 riyal from my salary and rest of amount they will send my account.please give me good advice for this case and help me also .
