Since you say you are already in Hannover then just look there. Go to organizations or events and look for people with similar interests. Or consider taking a course. In Germany one makes freinds through work, school or hobbies. One can do a sport or play chess or whatever, there are groups for everything. Just posting somewhere that one "wants a friend" doesn't bring much. Thats a bit like saying one wants to win the lottery but doesn't bother to buy a lottery ticket.
