Can I apply for fiancé visa while being on Tourist visa in Norway?

I just want to know if it is possible to apply for Fiance visa while your are in Norway for a tourist visa?

Is anyone can help me about that matter?

There have been many posts regarding the fiancé visa here on this forum. I would suggest to browse through them and if you can't find the answer, post your question there again.
