Go to the official shop ans be sur to have a motorbike with tax.

I think it requires your identification such as your passport. you will get a buy/sell or possession paper and I think that's it. are you going to buy a new or used motorbike? if a used one, just be careful. It's good if you can ask a Cambodian friend to help look at it.

Sorry I am not answering your post but adding an extra question..It may sound a silly question but do you have to have a driving license to drive a moped in Cambodia?
