Reliable translation software

  Disabled man in the USA, age 64, very modest Social security disability pension of around 1300 per month.   I get a generous rent subsidy from the District of Columbia, but I'm getting sick of the high cost of living and the recent influx of really obnoxious people from other cultures to this city (I am white).  Loud, drugs, violence..... they have no dignity, no manners, no boundaries, they yell and blast music at all hours of the day and night.  If you complain you get attacked as "a racist" but these are FACTS I have recorded on my phone.    I simply want a very quiet and secure place to live that is relatively cheap. Reliable electricity and internet are an absolute must.

I'm not very interested late in life to learn to speak Spanish, so I'm seeking recommendations for reliable translation software.  thank you in advance for your constructive and proactive advice
