REFUND NOT RECEIVED FROM ICP UAE

In May 2023 I applied for a 90 Days Job Seeker Visa from Pakistan by paying AED 1700 upfront of which AED 1400 is refundable in case of rejection. The Visa application and payment was made through ICP official website.

In October i was informed that my application couldn't get approved and they immediately allotted me Refund Transaction number.

The issue is they say that I can collect the refund cheque through "DUBAI COMMERCIAL BANKS in UAE".

They irony is that i can't go UAE as i don't have VISA and I also have no one to collect it on my behalf.

Now my refund is stuck and the authority is deliberately stalling my complain emails.

Kindly suggest what I should do?
