My guess is no one here knows what you mean by "pcc". I know that I surely don't understand what you are asking.

Police clearance certificate need for Indians but iam coming third country uae if i get pcc in Kuwait Indian embassy
is it passable or not

Sounds like that would be a question for the embassy. I would think they would want a clearance from where you've been living too though. I would ask both the Kuwaiti and Indian Embassies.
