Who should initiate the visa transfer? the new employer or present?

The HR in my present company has left the company, still no replacement. And the HR in my new employer went on vacation, but he says no need to worry.

Did you check the link I shared earlier? It's mentioned very clearly there.

As far as I know, the transfer is all done within EMS via mobility for normal work permits.  The NOC aspect is only ever used for domestic work visas or for visas which are not under LMRA domain (NPRA to LMRA or vice versa).

Just to give an update, I already got my new visa in my new employer. Good thing is that LMRA issued a simplify method for visa transfer. I just gave the NOC letter to my new employer and they initiated the transfer in the system, then my current employer approved the transfer. That's it.
