What to do in place of PCC when no ID is available (Bahrain)?

Hello, my mother is in the process of obtaining her immigration visa to USA. She lived in Bahrain (on work visa) for one year in 1980. Now the US embassy is asking for a police report from Bahrain. My mother does not have her old passport, any ID or document from her stay in Bahrain all those years ago (it was destroyed in a house fire in the 80's). As I understand there is no way to get a PCC from Bahrain without at least the ID. We have no connection to Bahrain right now. I'm in the US and She is in Sri Lanka. Any advice on what we can do in this situation?

Find an agent cum lawyer to check on your behalf. It's not a standard process and without any documentation there is very little chance of getting anything regardless.

@XTang Thank you. That is what I thought. We are trying to get at least an official document from Bahraini officials stating that no PCC will be given without her ID.
