Travel insurance vs access to health services in italy

Hi all,

We are moving to Italy (husband and children have dual Italian/Australian passports) and I will have a family visa. We won't register as residents until about 2 months after we arrive (due to travelling around first) - do we need travel insurance for this time? I am having a hard time purchasing travel insurance as most require a return to Australia and we will not be. Any advice appreciated
