Procedure to make Resident Card

From what I know in Antwerp, you need a permanent address so the police may come to check.

as you know its not possible to have permanent address first few days after came to Belgium , so how to overcome this

In fact, what you have to do is ?

- As soon as you arrive in Belgium (within 8 days), it is required to report to the municipal administration of his place of residence in order to register. At the time of registration, the person will receive from the municipality a "declaration of arrival". Then you will be able to look for permanent accommodation in the same city or in another city.

- But there is something I do not understand, you say that you have a type D visa. It is a family reunification visa. But you stay at a friend's house. So your visa is Belgian or issued by another European country.

I have D Visa Work Permit , but for the first week i will stay with friend till find the appropriate  apartment near my work location.

If your friend is willing to help, you can register his/her address when applying for ID card. You don't need to stay there during process time. However, please be sure that your name is written on the doorbell and mailbox so the police can verify.

After getting ID card, you can request to change to your permanent address.

I suggest you report to commune once you find an accommodation for your own. The 8 days period is not strict for registration itself. When you report during the 8 days, most likely the appointment you get for actual registration may be with a waiting time of 1 month or more, which is enough for you to finalize your accommodation.

As AnishKS has pointed out, you just need to inform the commune within 8 days of the arrival.
Registration can/would happen later.

For example in the bigger commune (Gent main city), I went to register myself on arrival. Commune office gave me a date of registration of  2 months later because of longer pending applications. When I asked about 8 days deadline.  He told me that since I reported to him, he has put the remark in his system and I don't have to worry further.
