Permanent Residence after 5 years stay New rules

Hello Expats
Need info on latest rules about PR after 5 year stay with expat contract and the employer is not from Belgium.
Any one have idea is social security is mandatory with new rules ? If suppose I finished my 4.5 years and now I shift to Belgium company and pay social security for 6 months and apply for PR am I eligible to apply with new rules from sep 2020.
