Marrying an Indian man.

Hello. I am Blu from Indonesia.
I post this here as I want to hear more opinions about what I have been through.
I have a relationship with an Indian working in Kuwait.
He wants to come to Indonesia and marry me but without legal document required. (Nikah in masjid only)
It's not possible for him because he said he has a situation in India, family matters and other things.
He is 38 years old now.
I sure have a doubt because we have a proper procedure for interracial marriage in Indonesia.
He thinks I'm selfish as I believe legal documents only.
For dear Indians out there...would u please give me some thoughts about this matter. What kind of possible situation that makes an Indian cannot produce his legal document for interracial marriage?
I would really appreciate ur kindness to spare a bit time to read my post and give some helpful comments

If he doesn't want a serious relationship or a relationship to be known about back in his own country he might give such excuses. When I married an Indonesian girl I did everything that was required of me. If he loves you, then he should too.
