My employer has asked for medical and pcc to apply for work permit , do I need to send scanned copy or courier original, I was told by one of my friend that I have submit original in the consulate while applying for visa
For medical should I open the sealed medical report for providing scanned copy or courier original sealed medical report with x-ray to my employer.

You can just scan the medical certificate.
Give the original (full report, radiology, ...) to the embassy when you start your visa request.
