Please ask your question about marriage formalities in the appropriate country forum - in your case probably Philippines. Or, even better, ask the relevant authorities there what they need and what you should do. It is unlikely that an expat living in Germany knows about this!

i just need to send my documents on her but idk why is it need certificate and legalization on my documents is it the city in germany have not same regulation about getting a legal capacity coz she need my docutments i have my documents

I assume English is not your native language - but sorry, your last message is not understandable.
I repeat: If you need advice on marriage formalities and requirements in the Philippines, please ask on the Philippines forum.
If, however, you need advice on how to get something in Germany (e.g. certificate of no impediment to marry), you are correct here. I cannot see such a question in your posts, however.

ahmm its like kinda the problem is this my girlfriend need my documents but need stamp and that legalization on my documents which means on her city need that have stamps and legalization something on german embassy philippines

Again, this is a matter of Philippines rules and regulations and has nothing to do with living in Germany. Please ask on the Philippines forum!
