Welcome to the forum and Puerto Rico. Due to the level of destruction, there is a high level of construction going on and materials are around 20% more at the moment. Get a good architect, have the architect pull all the permits and not the contractor. It is possible to have to switch contractor part way the construction and if you switch contractor you may no longer have the permits, so better to get the architect to get them for you. Not all contractors do good work or within budget.

We have a fairly large group of Expats in the East Coast, so there should be plenty to socialize with. Plus you are close to the Metro area for more Expats.
