I will come to malaysia in 4 months and I want to get dependent visa. I want to know can I study English in institutes like ELS by this type of visa or not?

You would need a Student Visa at language schools.
This can be applied for while outside Malaysia. It's not possible to get it after arriving on a tourist visa. If you are eligible for a DP an application to study can be made while holding the DP.
The school where you plan to study provides enrollment details for the application.
This website is the official Portal https://educationmalaysia.gov.my to apply for a Student Visa not associated with a DP.
