dogs in Brazil

I have a friend who is English. She married her husband in England and it's registered at the British consulate. Her husband is Portuguese. he came here to Brazil to join her on a tourist visa and never left. He is now here illegally. How does he go about legalizing his situation without leaving the country? Anybody know a good immigration lawyer or anything about this? He has been here over ten years. Any advice welcome. His wife has permanent residency.

Even if he pays the fine which is now the maximum of R$10.000, PF could possibly still fits him into one of their laws to incriminate him and could even include the wife as an
accessory and later on both deported.

They should consult an immigration lawyer.

There is another remedy which could be done surreptitiously but could be illegal which I don´t sanction. ****

It seems strange that a Portuguese citizen would not have regularized his status in Brazil in over ten years:  Brazilian law has always included special advantages for citizens of Portugal, and there was an amnesty for all illegals in 2009, when apparently he was already here.
It's impossible to recommend an attorney without knowing where he lives.  A good place for him to start to find one is the website jusbrasil.com.br.  They match people with local lawyers, but specialty, all over the country.
