We are EHS and trying to find a place without WIRELESS or PLC smart meter. Does anyone know if Monaco have installed smart meters? If they did, what method do the meters use for communication? Is it wireless, telephone line, power line (PLC), or fiber optic?

Regardless of the cause, the effect will be much the same so I see advantages, at least in the short term, in avoiding EM fields.
However, that isn't possible in any population area, even small villages as far as developed or semi developed countries are concerned.
Given the place the OP has decided upon is technologically advanced, their chances of avoiding EM is roughly zero unless they build and live in a Faraday cage.
