I can answer some of your questions:
Passports, they can be renewed in Gibraltar as long as you actually live or work there, you have to be able to provide proof of this. Same goes for Medical care.
Housing in Gibraltar is very expensive, there is not enough Government Housing available to the locals let alone anyone else, so your only option would be to buy or rent privately whether they allow dogs would be down to the individual Landlord I suppose.
Jobs are as hard to come by here as they are in UK, you many see a lot of jobs advertised on the Employment Websites but there is fierce competition for them.
All I would say is if you are coming, make sure you have plenty of money to last you to live on and pay rent until you find work and have an escape route planned if things don't work out as you expect.
Sorry to say this but Gibraltar isn't some sort of utopia and the grass isn't always greener on the other side, I have been over here a few years now and although I love the weather here, I think that is the only thing I would miss.
For the first 2 or 3 weeks it feels like you are on holiday, but then the realities about finding work and realising that the only things that are cheap here are Cigs and Spirits, the £ has been so devalued that Spain isn't cheap anymore either. Things might work out really well for you so it's up to you but I am just trying to put my experiences across that you can be just as unhappy here as you can in UK.
