Does the insurance policy cover any person driving the car or is it specific to you and your husband.
Either way it is illegal for him to drive it without your permission.
If he was to have an accident the insurance company would not pay out.

Most definitely not! He has no written permission from you. Major dramas if he is involved in an accident!
you should check your insurance policy and just a friendly suggestion next time take your keys with you to avoid such a situation
You need to find a way to make your car safe in a place where no one touch it or take it back to your country .
He have no permission then he should not touch it and its illegal and any accident will bring problem for you and for him .
And if something happened with car he will left it and you the one name will be filled in the report and called for investigation .
