The answer to this is No, You're not able to get a Morocco Driving Licence in Morocco as a tourist. You must be permanent Resident (holding  a resident permit card) in order to conduct driving lessons and obtain a licence.

However, as a Tourist you can drive with your existing overseas licence, you might need to get a international driving permit from your country of origin. But they usually accept your normal driving licences.

so you're able to rent a car and drive in Morocco based on the above.
