i am not an expat in Austria but a local and the language we speak is German. I would say it's very important to know the language since it is required for a work permit (provide certificate from language school).


but also I think it's not easy to find an employer who is just doing business in englisch. German is always mandatory. At least basic knowledge.


for shopping, health and so on I don't think German is required but depends on the person on duty. But I think that's in every country the same.
