A question for the group.

I was a QE employee but I resigned. Can anyone answer if Qatar Energy has a written policy not to re-hire ex employees?

there is no such policy not to hire the Ex employee ( if there is a demand or requirement then they can hire). In case of termination/ project end staff are allowed to transfer with the contracting company.
