An insurance company in Mexico I recommend is called GNP and is affiliated with many private clinics and hospitals around Mexico. Depending on your age, etc, it costs about $2,200 per year and covers catastrophic expenses. Cancer treatment, open heart surgery. etc. but not minor as "in office" surgery. I don't know if the private hospitals in Puerto Vallarta accept this companies health insurance plan.

For general Dr. visits I use the "Secretaria De Salud" clinics or for more crucial health issues [cuts etc.] where a "Hospital General" is available, which is also the "Secretaria De Salud" which cost $65.00 pesos for a consultation [clinics or "Urgencia", Emergency Room], prescription included and pharmacy which is not stocked usually very well. These two are free to Mexican citizens and will not turn anyone away, tourist or expats. If they are not being accepting of you ask to see a Social Worker to registrar and you will then be seen.  This usually takes about 30 minutes or so. Regards Alan

I heard today if your a permanent resident u can get Seguro insurance?

What qualifies as permanent resident.  Looking at moving for 12 months by aijiji chapala area.

Does anyone know how to get a hold of Seguro could not find it on the internet?

Any advice is welcome.

In Mexico, there are both private and public health plans available. The word "seguro" means insurance in Spanish.

There are 3 public health programs in Mexico. Seguro Popular is the one, which was designed to provide health coverage for the countries´ informal workers and all other uninsured individuals and families (primarily, the poorest people in the country who would have no access to health care otherwise). Seguro Popular is also available to temporary and permanent resident of Mexico. 

A majority of the country´s population is covered under the Seguro Popular health program. As such, hospitals and clinics are overcrowded, doctor specialists are not always available, and shortages exist in medical supplies, equipment, and medications. It is a closed system of medicine, meaning your private doctor will not be able to visit you in a Seguro Popular hospital.

Under the Seguro Popular plan, all pre-existing conditions are covered. However, not all procedures, surgeries, medications, or prosthetics are guaranteed. There is a member´s handbook called "Causes", or Universal Health Services Catalogue, which details the health benefits (in Spanish).

In my opinion, if you can afford $150-$300 USD per month for private health insurance, I suggest you research your options (amounts vary depending on age and sex).

I have tried getting a quote twice but they do not reply.  Maybe I am past their age limit for coverage.  I am 77 but in good health.

Do US providers such as Blue Cross Blue Shield  cover health care needs such as doctor visits and hospitalization costs in Mexico?

I have checked into this and they do not, certainly not on a regular basis. I don't think they would do so even if you are a tourist -- you would have to have travel insurance. I would have someone else here verify my statements.

Before you go buying more insurance, it might be worth checking with your current carrier if you have coverage in the US.  I received this from my current provider after I inquired about my overseas coverage. Of course, I will call them to ask what limitations I will have and costs, if I must use an out of network provider, but it seems like good news at this point in time.
