Tempory Resident Permit

If I get a Mexico Tempory Resident Permit as a family, I have a U.S. Passport and my wife has a Philippines passport will this allow her to visit usa on the Mexico permit?

A Mexican Temporary Visa has nothing to do with your wife's entry into the US. It does not take the place of her passport. In other words, she will have to use her passport when she enters the US. The Mexican Visa just allows you to stay in Mexico for extended periods of time (which may be as long as 4 years).
