Mexico Border area: Homes & facilities for elderly folks?

Anyone out there also looking for Mexico options for their elderly folks?  Especially those who don't have much beyond SSI.  Tijuana area in particular.  I'm looking for any firsthand experience or local knowledge.  Thanks!
