You can not access any government website of KSA outside of KSA without some trouble.
Use some proxy service.
Search KSA proxies on the net and use them through your browser or internet settings.

Hai everyone, currently my vendor who is facing difficult to renew my Iqama and SCE membership, if anyone have an idea to overcome, please help me out.

I had my vacation on Feb 2020, due to Covid19, I am unable travel back to Saudi Arabia, meanwhile my iqama ( mechanical technician) and SCE membership got expired, As a Safety professional, I had registered my SCE membership as non technical, based on that SCE issued a temporary membership, recently when I try to renew and change the temporary to permanent SCE membership, they advise me to change iqama profession as non technical , but jawzat rejected the change of profession, reason which the given " alien outside the kingdom", kindly advise me, how I can renew my SCE membership and renew my iqama while I am outside the Kingdom.

You have to go get back here.
Ask your company to go to renew your iqama. They can do it.
They can renew your iqama without clearing the SCE membership. Because you are outside of KSA due to this virus situation. They can bring you back.
