I read that you can come to Montenegro with a tourist visa and then apply while I am there for temporary residence.  I meet all the criteria.  Is that true, and how difficult will that be?

You say "I meet all the criteria" have you checked what you need to apply for the Residency? You must either be employed in Montenegro or own a property.

If you plan to get any of these 2 things done while you are staying in Montenegro, then make sure that you also register yourself at the touristic office to pay the tourist tax WITHIN 24H of your arrival, as you will need proof that you paid for this tax when applying for the residence permit.
