Customs Broker for Montenegro

I need help finding a custom broker for my cousin. She has booked the container. However, the company recommended a customs broker who has been flaky and doesn't come across too professional. Does anyone have a customs broker that they can recommend? Her items are still in Northern California waiting to be shipped.
