USA expat insurance with pre-existing conditions

Myself, 74 and my wife, 69, want to move to one of Italy's 7% regimes. She is a 2-year cancer survivor, completely free from it presently. I have no real health problems but have been diagnosed with some mild arthritis in my hipthat causes me no pain, never been treated or have had any problems. I know in Spain these are complete deal breakers to get private insurance because they don't accept insurance exclusions or waiting periods. But I heard that Italy is a little bit more forgiving in this area.

What are your experiences with getting private insurance with pre-existing insurance?

And, how long did it take you to get on the SSN and was it easy?
