Hi looking for advise,  Szolar Consultants company is looking to send one of its employees to either Angola or Cape town. Any recommendations on the expected cost of leaving and preferred places?

Cost of living is relatively easy to compare.  Use one of these to find the relative cost of living:

US State Department Foreign Per Diems in USD

and;

WHO UN per diems in USD and local currency

and;

European Aid per diems (in EUR)

Bear in mind the US government, UN and EU have considerable discounts which are unavailable to mere mortals.

Now take some average of these or take the highest one.   Note that Angola is notoriously expensive to operate in and South Africa is not that safe either.  Cape Town is better than Jo'burg I am told. All I can suggest is to suggest you try and shift a lot of responsibility onto your client for providing basic in-country services - transport, office/secretarial, internet, security, translation/interpretation etc. In particular, transport is difficult in Africa - it's not safe to use public transport (if it even exists) so best to have the client supply the car and driver for your exclusive use.  SA will probably be better organised than Angola.
