"3-room apartment" in Bulgaria, featuring two bedrooms and a living room) In Sofia, generally costs between €160,000 and €220,000, with prices frequently exceeding €2,000 per square meter in popular neighbourhoods.

It depends where in Sofia. There are somewhat "less desirable" areas where prices are comparatively cheap; whether you'd want to live there is another matter...

I suspect 2k/m2 is already in our rear view mirror. New builds in Sofia are routinely over 2k/m2, more typically in the 2.5k-3.5k range. And this is for the wonderful Bulgarian Standard finish which leaves another 500 euros (and up)/m2 for your finishing works (not to mention your time and aggravation). I'm already seeing new builds near me in (relatively) cheap Plovdiv that are over 2k/m2 and that feature (a bit of a milestone in my eyes) million euros apartments. We've got (as in live in, so it's finished and furnished) a very nice 2 bed apartment in a good area of Plovdiv, but it's not especially fancy or especially big (95 m2). Even so, I'd be extremely disappointed if I sold it for much less than 250k euros... and something similar in Sofia would be substantially more expensive.

The current average in Sofia is €2,250 per m², but obviously that varies dramatically according to which area you're looking at.  The prime in-demand central areas run up to €4,500 per m² while the "budget" outlying parts of the city will set you back around €1,400-1,600. If you like gambling/living dangerously, the "ethnic" areas of the city offer some prospective bargains (€800-1,000 per m²) but it's something of a "frontier environment", with many properties not appearing in the cadaster or the municipal records.. 😎
