Nationality application after leaving Belgium

First of all if you are just an expat with no intention to live here I do not get why you would like to become Belgian? It is not just about a piece of paper but also about belonging and values

Anyway, my recommendation is to stay in Belgium until the application is approved. if you quit the residency the application could be voided. It takes up to 6 months to receive an answer from government bodies

Your friend should probably stay until they get their Belgian ID, at least.

And then, they can apply for a passport and then move to the US. I'm assuming they're non American, in which case, they'd need to have their visa on their Belgian passport (again, assuming your friend wants to keep Belgian nationality). So actually, they cannot move until then, anyway.

Nut fully correct, they can indeed apply for US visa on the existing nationality regardless of Belgian nationality process.

@Edigj True but if their existing nationality forbade them to have dual nationality; then this visa would be null and void. I just assumed the worst case scenario.

They received green card. So they no longer need visa.

one can leave Belgium/EU for how long after acquiring the Belgian nationality? How many years

If you receive the nationality/passport, there is no limit on the years you can stay outside of the country .

you just have to update your address to nearest embassy

my friends spouse received passport from the embassy in the usa 

she submitted application and waited for the police verificTion in Be 

nationality accepted the next day she landed in the usa 

embassy in the usa said she can request passport from the usa without visiting belgium and eventually received passport
