Belgium citizen brother sponsor his younger brother

Keep in mind that immigration rules are different for every countries.
Even if they're a lot of similarities in the EU States, some specificity can exist.

It depends on how old your friend is.
Based on what you're describing, I'd say he's clearly an adult (18+) and not in the mum's care, so family reunion will be probably be impossible. He should read about the condition for family reunion on the Italian immigration website.

Family reunion with his brother will not work in Belgium.
Only children/partners are allowed.

MY friend he is 33 years old and yes he's single.  Can you suggest some working solution for him to immigrate to Europe country?

The only realistic option is to find a job in Europe + company willing to hire him and do the visa + work permit.

The only other option is to get married/partner with an EU. But you get married for love, not for a passport
