From what I understand, for most basic things you will be OK in other cities but if you need a specialist or special medication you may need to go to Tirana or other countries. I think if you are in Saranda then you would have easy access to Greece as well. I live in Tirana and have had no trouble with my healthcare needs thus far.

Albania is a hotspot for dental tourism so you won't have trouble finding a good clinic here. Many places have been recommended for Tirana in the various FB groups. I've had a great experience myself with AlVital Clinic near Mother Teresa Hospital.
