Not much different than what I first experienced after I returned to Đà Nẵng in October, 2018.

Obviously (to me) locals are doing this.

It's amazing how quickly certain places attract a ton of trash & garbage soon after being cleaned by the city.

I'm pretty sure it's mostly generated by independent restaurants that aren't willing to pay collection fees as well as classic street food and small cafe operators who drop bags of trash in growing piles on their way home after work.

Of course, heavy tourism traffic and widespread construction contribute to the problem.

But as much as I'm not a fan of the new wave of itinerant indigent vagabonds here on 90 day tourist visas, foreigners are virtually blameless for this mess that Vietnamese citizens are creating.
