Looks as if the Embassy or Consulate American Citizen Services (ACS) office will mail it for you...

just looked at some links, there is a party for getting or mailing ballots on 10/2 at diamond plaza 8th floor...American center 5-7pm
If you do not have a ballot from your home state, the consulate has a special ballot you can use.  However it is only for Federal races.
Actually no. the links on the embassy site will direct you to the FPAV site and that is where you do the registering and requesting of ballots.  In requesting ballots, you can request to recieve any ballots that you are legally entitled to.  These forms are sent to the appropriate location in your city and state.  They can be mailed, faxed, or emailed.  These are not for federal only.

However, the question has to do with returning the COMPLETED ballot to ensure it arrives in the U.S. and at the correct location.  The instructions are a bit tricky and the penalty is not to have one's vote counted.

I think your information is good and mine is dated.  It sounds like the Dept of State has developed a sophisticated system that will deliver local ballots.   Good deal.
Email your political party's office where you are registered to vote.
You should get a ballot right away.
