If i apply for a Vietnamese tourist EVISA do i need an approval letter or is that only for a VOA?

Yes you are correct, no approval letter for e-visa.

If you follow the instructions on the only official website, you'll see that there is no mention of an approval letter:

https://evisa.xuatnhapcanh.gov.vn

just got conformation on e visa # 3 approval from our well known & trusted agent in D2, 1mil money total well spent & spot on you can set your watch 3 days as usual done & dusted, no hassle other than getting on the old Mobylette & battling my way from Tan Phu to D2 as usual!

Just cant wait to see if I live to get e visa # 8 & see if I get banned from entry for a year as per a post couple of weeks back.
