how is the electricity there?

from my experience, sometimes they work... but you should get adapters to be on safe side

Ditto with me. I never had a vaccine shot but just to be sure, get it if you can. Usual problems in the Kingdom are (just like in any tropical country) dengue, malaria and also Chikungunya. Coming from a tropical country, I am sure you have a lot of these vaccines from where you are

Sorry, not sure I understand.  So my cell charger fits the plug but might not work and an adapter of what kind would guarantee it will connect?

Backpack or rolling carry-on? Depends on your physical condition and what you want to do there If you plan to do a lot of travelling across the country then probably it is better to have a back pack but If your plan is just to go to Siem Rep, Phnom Penh and even Sihanoukville, then the rollers will be all right. Also, how you are coming-in to Cambodia will matter, if you are taking a direct flight to Cambodia then rollers are fine. Planing in from Thailand, however, makes sense to use a backpack.
What I do  - I use rollers for most of my stuff and then bring a medium sized backpack for quick travels away from my base destination.
As for electronics, you need not worry about it,. You can buy all sorts of electronic gadgets there at rock bottom prices. The place is close to China so these things are cheaper there. There are many electronic gadget stores in any market or mall. Remember to always haggle. 

I am not a technical guy and I don't know how to call these specific plugs but here goes nothing.

If your charger has those flat plugs then you are all right. Most of the sockets there can accommodate that and even the circle ones too. If yours are the round ones then just bring the adaptor that will let you plug-in into a socket that is for the flat plugs and you will be all right.

Having said all these, please stop worrying about your plugs because I am 99% sure that you can use it. Now, if by a stroke of an uber bad luck your plug won't fit, just ask the hotel staff as to where you can buy an adapter. As sure as there are tuktuks, monks and lotus flowers around where you are,there will be a proximate electronic store. He he he. Khmers are gadgets crazy.

American appliances will fry without a step-down adapter. Many modern appliances can run on both 110V and 220V but not all; I fried a KitchenAid machine that way.
